RFP expected Q3 2026. Pre-solicitation market sounding underway. Crestline CM is a natural incumbent-position firm given Phase 3 performance. DBE prime required.

Regional Environmental Compliance On-Call Est. $12M over 3 years

IDIQ/on-call contract, RFP Q4 2026. Michael Torres' environmental team is highly competitive for this. CEQA/NEPA expertise is a primary evaluation criterion.

Recommended Talking Points
1. Phase 3 Performance = Phase 4 CredibilityOur current Blue Line Phase 3 work has zero LTI incidents and is meeting the 30% DBE goal. This is the strongest credential we can bring to Phase 4. Lead with Phase 3 outcomes, not capabilities.
2. RFI Volume InsightThe 234 open RFIs on Phase 3 point to a design coordination gap between HDR and the construction team. We have developed a batching protocol that could be a value-add for Phase 4 from day one. Offer to share this — it positions us as a thinking partner, not just an inspection firm.
3. DBE Prime Track RecordWe are one of the very few SBE/WBE/DBE-certified firms capable of priming a program of this complexity. Director Kim has publicly emphasized DBE prime development as a program priority. We should make this explicit.
Risks to Avoid in This Meeting
⚠️Do not bring up the Station B delay proactively — if it comes up, respond factually. It's being managed within float and is not a Crestline CM performance issue.
⚠️Avoid any premature Phase 4 pricing discussion. The RFP scope is not finalized and any number thrown out now becomes an anchor against us.
⚠️Do not mention our Phase 4 teaming discussions with HDR — that relationship is still being structured and premature disclosure could complicate both sides.
