"Please clarify the concrete compressive strength requirement for the retaining wall footings at Station C. The structural drawings (Sheet S-14, Detail 4/S-14) indicate f'c = 4,000 psi for all footing elements. However, Specification Section 03.30.00, Paragraph 2.1.3 specifically calls for f'c = 5,000 psi for all below-grade structural concrete applications. The two documents conflict.
